Literature research has led us to many key resources. Important literature on our topic includes Everyday Information Needs and Information Sources of Homeless Parents, The Homeless and Information Needs and Services, and Are the economically poor information poor? Does the digital divide affect the homeless and access to information? by Julie Hersberger, and The Impoverished LifeWorld of Outsiders and Framing Social Life in Theory and Research by Elfreda Chatman. The fundamental concepts in the literature show that a study must have a definition of homelessness and information poverty, address the everyday information needs and services of the homeless, identify misconceptions about how the homeless view and use information, and discuss information behaviors and barriers for the homeless. The homeless are a growing population in the United States. As the gap between the wealthy and poor increases, more people find themselves overwhelmed and displaced without a permanent residence, financial stability, or social networks, such as family, friends, and/or public assistance. Generally, homelessness in America is a result of unaffordable housing, family fragmentation, domestic violence, mental illness, health problems, addictions, unemployment, or a combination of several of these issues1 (Hersberger, 2001, p. 119). Definition and Importance of Political Science These are the varied definitions of Political Science as it originally emphasized by the Greek term â€Å"polis† for city-state and â€Å"scire† means to â€Å"know†: 1) It is the science that studies the political power and authority of the state and government. 2) It is the systematic study of the institution, organization, processes and laws of the government. 3) It is the study of politics that may influence the government structures and processes in a given society. ) It is how the branches of government perform the various political task such as the delivery of basic services. 5) It is the exercise of sovereign political right of the state and government to carry its task for the improvement of quality of life in the society Generally, the importance of political science is the application of political powers and authority in the realm of government structures. The ordinary citizens may know and learn about their political rights and privileges from a given form of government including the political structure and processes of the state. 1.The knowledge of human rights and privileges will educate the citizens about their role in the political affairs of the state particularly in political rights : a) The right to vote (suffrage);b) The constitutional rights and privileges ( due process of law); c) the right in providing the basic services such as education, health and sanitation, employment and other public support. 2. The study of political science motivates the citizens to participate in the political activities of the state as to achievement the development thrust of the government in relation to the improvement of quality of life. . The political science concepts on democracy, dictatorship and power structures give the citizen full understanding as to the consequences on the individual political action as defined by the political power and authority of the state. 4. The concept of p olitics may well be studied in the political science not simply in the art of persuasion and influence that the citizens learn about also how these political concept area applied in the society. 5.The comprehensive study on the branches, forms and systems of government provide the individual better understanding in the concept of separation of powers, parliamentary system, diplomatic immunity, human rights, general welfare, social services From the understandings of these basic concepts of government, state, laws and institutions those who would study political science must know its importance and function, relationship with other discipline and broader understanding to its specific roles of individual in a civilized society.The students and professionals should not only know the political theories but also deeper insights as to its application in their own field of expertise. The children are not only taught the standard in academics. They also develop emotional and social skills required to excel in their future careers. Hedging protects banks and companies against unforeseen situations in case of sudden increase in value of commodities or currencies. Initially it was started with coffee or wheat which was subject to such kind of trading. Then options and swaps became the next common form of derivatives used by investment bankers. They were used by managers since individuals wanted to have the security of knowing at what price they can buy or sell the security, and wanted the chance of making profit when the market price is suitable to them. The next derivative instrument used by them is Swaps where exchange of currencies or interest rates is done. For example investment bankers can help an individual swap a floating rate of interest in exchange of fixed rate of in terest so as to minimize the risk (BBC, 2003, p. 1). Credit Default Swap Credit derivative is associated with any transaction whose value is derived from underlying asset credit worthiness. Credit default swap occurs when two private parties enters into contract with each other to share the risk in case a borrower fails to repay his loan. CDSs have similar features as both securities and futures but they are not classified as either of the instruments. Hence trading of CDSs occurs on a virtually unregulated and over the counter market. CDSs are seen as innovative financial instruments which have huge potential to transform the entire credit world. CDSs allow banks to hedge their risk effectively and thus banks can give more loans. CDSs provide greater latitude in creating risk profiles. The CDSs are traded in OTC markets and it permits greater customization of derivative instruments. Thus CDSs can be finely tuned so as to accommodate the accurate level of risk desired. Thus such customization helps decrease some risks involved in a transaction and thus in turn it provides room for more such transactions to occur. Credit Default Swap and Systematic Risk CDSs help reduce Systematic Risk. Prior to CDS, banks had to take all the risk of leveraging and thus they used to be exposed to high risk because of defaults which can happen anytime. Presently major participants of the financial markets have become intertwined and thus any risk of one player can have a liability on other players in another market. But CDSs have reduced the risks of leveraging because of diversification which brings down the damage to banks due to default. Thus banks which used CDSs to hedge themselves are protected from the exposure and loss caused by default since the cost associated with a default are borne or shared by each of the protection sellers with whom the bank had entered into contract (Reiser, 2009, p. 107). Thus by entering into CDS banks can decrease the chance of default and help mitigate the possibility of systematic risks. The contribution of CDSs to systematic risk is found in a term referred to as negative externality. Negative externality occurs when the behaviour of one market participant though beneficial to that market participant causes harms to other innocent market participants and the participant who causes the harm has no incentive to stop his behaviour.
